Responding to emerging health challenges through policy
In March 2020, the Philippines faced an alarming rise in the number of COVID-19 cases, with confirmed cases doubling every two to three days. The Philippine Government immediately declared a public health emergency and issued various guidelines exhorting strict social distancing and quarantine.
As the issue is still rapidly evolving, a clear strategy for local government response appeared necessary. To help local governments implement the guidelines of the Philippine Government on social distancing and quarantine, ImagineLaw prepared a template COVID-19 Prevention, Control, and Management Ordinance, and a template Executive Order on Enhanced Community Quarantine. These templates were designed to operationalize government pronouncements at the local level, providing for funding, alternative procurement modes under a state of calamity, creation of a COVID-19 task force, information, education, and communications campaign, social safety nets, and social distancing and quarantine mechanisms. We also prepared a template Anti-Discrimination Ordinance to aid local governments in addressing harassment, violence and discrimination against persons with COVID-19, health workers, and other front liners.
ImagineLaw also provided technical legal support to Members of the Senate and the House of Representatives to aid in the legislative deliberations for Republic Act No. 11469 or the Bayanihan We Heal as One, as well as the Department of Transportation in drafting relevant guidelines for the road sector to implement the said law.
